There is an ideal speed for walking in the cold night weather, particularly if you're wearing gym shorts.
Too slow, and you expose yourself to the chilly elements longer. Nobody wants that; we're trying to get out of the cold faster. But too fast, and your power-walking creates a "wind" against your body that makes you even colder!
